This usually dormant building springs into life on match days with 25 or 30 occupants.  At first level the ICP (Incident Control Point) houses the stadium, police and first aid coordinators.

The second level is for Radio, TV and Ground commentators together with the TMO (Television Match Official).

From the third level TV studio, with its retractable glazed wall, outside broadcast cameras are centred on the field and at a height to capture games from specified camera angles.

Rainwater, plumbing, power and most communications wiring is ducted within the two hollow steel columns.

The 2011 Rugby World Cup provided the impetus for the project.  Design work commenced in January 2011 and construction was completed on schedule in August 2011.
